Polish (Ceantral European) encoding

I'm using trial version of WeBuilder 2010.
I've got Windows 7 EN with keyboard setting Polish (Programmers).
Every time I'm trying to type something with Polish special characters such as

ąśżÅŗć

it comes up with

Ā¹Ā¹Ā¹Ā¹Ā¹Ā¹Ā¹Ā¹Ā¹ĀæĀæĀæĀæĀæƱƱƱƱ

I've tried to change encoding for UTF-8, Central European ISO and Windows, change editor font settings but it doesn't work.

Every time I copy and paste something with Polish characters from another editor it's working fine and displaying everything properly.
Anyone know what might be a problem ?

I believe when you copy text, all is fine, right?

I do not think the problem is in encoding. The problem could be in the keyboard layout or keyboard utility. Basically the issue is in the software that converts keystrokes to special characters. Can you try another solution here?
