Can WeBuilder be used with MS VSS (Microsoft Visual SourceSafe)

I don't see why not. Doesn't source safe just store files in a database and give users the ability to either lock them for editing or check them in and out? I haven't used VSS and could be wrong but from what I gather any IDE/Editor can be utilized to edit files.
