Is it possible to display a menu with if you scroll down.

This menu is made with AllWebmenu but Easy Button & Menu Maker Pro has my preference this is faster and easier to design a menu.

For now you have to add this feature manually. See http://jqueryfordesigners.com/fixed-floating-elements/ for demo and tutorial. I'll note the suggestion for adding this as a feature to EBMM.
