i don't feel its a bug, but it rather bothers me and distract me while editing ,
when i customize the set of toolbar above ,i usually remove most of them to give me more viewing space in the code editor.
when i navigate between css code and the html. the default set of toolbar returns.
while i am in the css part if i right click and untick the css for example and return the mouse to the code, the css toolbar apear again.

Try Options -> Preferences -> Language Options -> CSS -> CSS Toolbar Auto Display (off)
