Enable Device Toolbar on Chrome Preview DevTools

I don't know why the integrated Chrome Preview doesn't feature the Device Toolbar in the Developer Tools. Perhaps a CEF limitation?

If it's possible, it would be very, very useful.

I don't think it's a technical limitation. I'll bring this idea up and find out if we can add it.
