FTP settings are in registry under HKEY_CURRENT_USER\Software\Karlis Blumentals\Common\BuiltInFtp\Connections. I suppose you would need to log in as administrator, export this key with all subkeys and values, log in as yourself and then import the exported key. This worked for me for a long time. :D
